Sally is a character that appears in the background many times in Phineas and Ferb. Her first appearance was in

Biography[]
Sally was in Charitable Charities catching the Mary McGuffin doll Candace Flynn and Vanessa Doofenshmirtz were fighting over. She held it in her arms for a few moments, cherishing it, before Vanessa snatched it away from her and she started crying ("Finding Mary McGuffin").
When Dr. Doofenshmirtz dressed himself as an invading alien, she mistook him as a clown and wanted to see him up closely before her father told her he was nothing more than a "nut-job". ("Ladies and Gentlemen, Meet Max Modem!")
While Candace was reading to the kids in the library, Sally asked her why her neck was so long. Candace didn't answer but rather gave the book to her and let her read, which she did poorly. ("Run, Candace, Run")
Physical Appearance[]
She has tan hair with a lavender bow. She wears a lavender shirt, a pair of pants bearing a darker shade of purple,
and a pair of lavender and white shoes.
